The reason for these happenings is that two low pairs afford you the best opportunity when no one improves his hand, but rarely win when one or more players improve their hands. The odds are 3 to 1 in your favor that your two low pairs are high before the draw, but the odds after the draw are roughly 11 to 1 against improvement, and the only chance for improvement is to make a full house.
It's a different story when you hold two high pairs such as aces up. In this case you do not want to drive out competition, but instead to fatten the pot. In this situation you figure to win against players who improve, but who get no better than kings up.
